Congress took its first major steps Tuesday toward p****ing Democrats’ $1.9 trillion coronavirus relief package.

The Senate voted in a 50-49 party line vote to advance a budget resolution, which sets the reconciliation process in motion. The House followed suit, pushing a budget measure forward in a 216-210 vote Tuesday night.

Once p****ed in both chambers, it will allow Democrats to approve rescue legislation without any Republican support.

Democrats have contended they need to inject more money into the health and economic response as soon as possible. While a handful of Republicans hope to strike a smaller deal after meeting with President Joe Biden on Monday, they face a challenge in finding a middle ground between Democrats’ plan and the GOP’s $618 billion offer.

“Time is a luxury our country does not have,” Senate Majority Leader Chuck Schumer, D-N.Y., said earlier Tuesday in announcing a vote to move forward with the budget process.

He later added that Democrats “want this important work to be bipartisan” and would welcome input from Republicans.

Democrats, who gained a narrow Senate majority last month, have made another aid package their top priority since Biden took office. They have argued the $900 billion relief law p****ed in December, which came after months of federal inaction that allowed millions to fall into poverty and hunger, did not go far enough to address the scale of the health and economic crises.

Multiple Republicans have called for money to speed up the vaccine distribution process, buoy small businesses and provide short-term relief to unemployed Americans. GOP lawmakers have questioned the need for the level of spending backed by Biden.

The Republican senators who met with Biden on Monday did not appear to make much progress toward a compromise. However, Sen. Bill C****idy, a Louisiana Republican and part of the GOP group, is “optimistic that something can happen,” he told CNBC on Tuesday.

During the meeting, Biden “expressed his hope that the group could continue to discuss ways to strengthen” the White House plan, press secretary Jen Psaki said in a statement. She said Biden reiterated “that he will not slow down work on this urgent crisis response, and will not settle for a package that fails to meet the moment.”

Biden and Treasury Secretary Janet Yellen joined a Senate Democratic caucus call on Tuesday. During the call, the president said he is “totally on board” with using reconciliation, according to Schumer. Biden also said he told Republicans their proposal was “way too small,” the top Senate Democrat added.

Democrats’ proposal includes $1,400 direct payments to most Americans, a $400 per week federal jobless benefit through September, and $350 billion for state, local and tribal relief. It also puts $170 billion into K-12 schools and higher education institutions, along with $20 billion into a national vaccination program, among a slew of other provisions.

The Republican offer cuts from Biden’s in major ways. Stimulus checks would be $1,000 instead of $1,400, and start to phase out at $40,000 in income for individuals rather than $75,000.

It would offer $300 per week in unemployment insurance through June, $100 less weekly than in Biden’s proposal for three fewer months. It would also direct only $20 billion toward K-12 schools and not include any state, local and tribal support, which is a priority for Democrats.

President Joe Biden said 90% of adults in the U.S. will be eligible for Covid-19 shots by April 19 and will be able to get them within five miles of their home under an expanded vaccination plan he announced Monday.

Roughly 40,000 pharmacies will distribute the vaccine, up from 17,000, Biden said, and the U.S. is setting up a dozen more m**** vaccination sites by April 19.

“For the vast, vast majority of adults, you won’t have to wait until May 1. You’ll be eligible for your shot on April 19,” Biden said during a press conference on the government’s Covid-19 response and vaccination efforts around the country.

A few weeks ago, Biden called on states, tribes and territories to make all U.S. adults eligible for vaccination no later than May 1. To date, 31 states have said they will open up eligibility to all adults by April 19, according to the White House.

Biden is pushing to have 200 million Covid vaccinations administered within his first 100 days in office. As of Friday, 100 million had been given since Biden was inaugurated. That benchmark — which Biden set as his original target — was reached on his 59th day in office.

As of last week, the pace of U.S. vaccinations has been averaging about 2.5 million doses per day. If that rate is maintained, Biden’s 200 million target would be hit in about five weeks, or around April 23 — a full week before Biden would mark 100 days in the White House.

Even as the pace of vaccinations picks up, Covid-19 cases are on the rise.

The U.S. is recording a weekly average of 63,239 new Covid-19 cases per day, a 16% increase compared with a week ago, according to a CNBC analysis of data compiled by Johns Hopkins University. Daily cases are now growing by at least 5% in 30 states and D.C.

Earlier Monday, the head of the Centers for Disease Control and Prevention, Dr. Rochelle Walensky, issued a dire warning to reporters. She said she’s worried the nation was facing “impending doom” as daily Covid-19 cases begin to rebound once again, threatening to send more people to the hospital.

“I’m going to pause here, I’m going to lose the script, and I’m going to reflect on the recurring feeling I have of impending doom,” Walensky said during a press briefing. “We have so much to look forward to, so much promise and potential of where we are and so much reason for hope, but right now I’m scared.”

During Biden’s press conference, the president asked Americans to “mask up,” saying it is their “patriotic duty.”

“We’re making progress on vaccinations, but cases are rising and the virus is spreading in too many places still,” he said. “That’s why today I’m taking these steps to make our American turn-around story, our vaccination program, move even faster.”

“The progress we’re making is a significant testament to what we can do when we work together as Americans, we still need everyone to do their part,” he added. “We still are in a war with this deadly virus. We’re bolstering our defenses, but this war is far from won. Together we have so much to be proud of in the past 10 weeks.”

When asked by a reporter whether some states should pause their reopening efforts, Biden simply said, “yes.”

As part of Biden’s goal to vaccinate more Americans, the White House said he will also announce a new effort to fund community organizations to provide transportation and ****istance for the nation’s most at-risk seniors and people with disabilities. That builds on the $10 billion investment to expand access to vaccines in the hardest-hit communities, the White House said.

The 2020 US election is over, and former vice president Joe Biden will be the 46th US president. He’s the first to defeat an incumbent president in 28 years, and he did it in part by unifying the Democratic Party against Donald Trump, bringing members of the party’s left wing into his campaign after beating Bernie Sanders in the primary, and crafting an aggressive policy platform.

But Biden’s agenda will most likely be met by a Republican-controlled Senate, whose leader, Mitch McConnell, presided over the complete stonewalling of the last Democratic president’s agenda, and likely intends to do so again. This despite the fact that many of Biden’s policies enjoy the support of most Americans, and McConnell’s Senate caucus represents a minority of them.

In other words, Biden’s decisive victory margin of several million votes was basically good enough for a stalemate. In this video, Vox editor-at-large Ezra Klein explains what makes that possible -- a Republican Party dedicated to making sure a minority controls the country -- and how Joe Biden’s first priority should be unwinding that system back to democracy.

In the wake of U.S. President Joe Biden’s inauguration, China is talking up hope for better relations with Washington — but also warning there will be consequences to challenging the Chinese sovereignty.

In a tweet Friday, Foreign Ministry spokeswoman Hua Chunying said: ”‘A new day for #US’, as said by American media. We wish the same for #China_US relations.”

“The two peoples have suffered & hope to see ties return to the right track at an early date,” she said.

In the 36 hours after the inauguration, the foreign ministry and state media mostly focused on new sanctions prohibiting 28 people — including former Secretary of State Mike Pompeo and former White House trade advisor Peter Navarro — from doing business with China.

Most were from the Trump administration, but the ex-president himself was not listed among the 10 named individuals. The foreign ministry declined to identify the 18 others.

The Ministry of Foreign Affairs announced the order around 1 a.m. Beijing time Thursday, just as Biden was being sworn in at noon ET Wednesday.

The state-backed Global Times soon published at least three articles in both English and Chinese on the tabloid’s perceived reach of the sanctions.

“US officials and politicians cannot be allowed to make a profit from China while attacking China. ... Washington’s ‘revolving door’ is well known — senior officials will be hired by companies, NGOs, or think tanks after they leave the government,” one English-language Global Times op-ed said on Thursday.

Companies and institutions ****ociated with the 28 people will not be allowed to do business with China, according to the official announcement.

China pledges ‘firm reactions’

At a regular press briefing on Thursday, Hua spoke of “boundless potential” in future relations between the two countries if both sides “manage differences properly,” according to an official English-language transcript.

But she quickly added: “That said, it is also our clear position that China will take firm reactions to all moves undermining our sovereignty, security and development interests.”

She said the Trump administration, represented by Pompeo, “caused severe difficulties in China-U.S. relations by meddling in China’s internal affairs and undermining China’s sovereignty, security and development interests.”

Just one day before leaving office, Pompeo declared that China committed genocide against the minority Uighur Muslims in Xinjiang.

The former secretary of State has frequently published strong statements criticizing China’s ruling Communist Party contentious issues such as Hong Kong, Taiwan and Xinjiang.

Beijing considers those topics part of its “internal affairs,” and the Xinjiang government issued a “stern statement” against Pompeo’s declaration.

U.S.-China tensions simmer

Tensions between the U.S. and China escalated under President Donald Trump, beginning with a trade war in 2018. The dispute has since spilled into technology, finance and a disagreement on the origins of Covid-19.

The Trump administration slapped sanctions and tariffs on China to address long-standing complaints about unfair Chinese business practices, such as requiring forced technology transfers and intellectual property theft.

Analysts expect Biden to strike a similarly tough stance on China, albeit with a potentially softer tone. Secretary of State nominee Antony Blinken said in a confirmation hearing this week that he agreed with Pompeo’s ****essment on Xinjiang.

As Beijing prepares to deal with Blinken and the new U.S. team, the Communist Party newspaper People’s Daily struck a resolute tone in an editorial Friday.
